Virginia Public Procurement Act

VRA conducts public purchasing in accordance with the Code of Virginia, Title 2.2 Chapter 43 – Virginia Public Procurement Act (VPPA). The VPPA articulates Virginia’s public policy relating to the purchase of goods and services by public bodies. The intent of the VPPA is to ensure:

• That public bodies obtain high quality goods and services at reasonable cost;
• That all procurement procedures be conducted in a fair and impartial manner, with avoidance of any impropriety or appearance of impropriety; and
• That all qualified vendors have access to public business and that no vendor be arbitrarily or capriciously excluded.

The Commonwealth of Virginia has established a centralized electronic procurement program known as eVA. Through revisions to VPPA, the General Assembly has strongly encouraged local participation in this program. The Virginia Department of General Services (DGS) sponsors the program, through its Division of Purchases and Supply.

Emergency Waivers

Upon issuance of an Executive Order by the Governor of Virginia declaring of a state of emergency, state agencies are authorized, on behalf of their regulatory boards as appropriate, and with the concurrence of their Cabinet Secretary, to waive any state requirement or regulation, and enter into contracts without regard to normal procedures or formalities, and without regard to application or permit fees or royalties. All waivers issued by agencies shall be posted to their websites.

VRA has not issued any waivers in accordance with the statement above.
