Members of the Board

The Board of Directors of VRA consists of seven members appointed by the Governor and confirmed by the General Assembly for four-year staggered terms and four ex-officio members: the State Treasurer, the State Health Commissioner, the Director of the Department of Environmental Quality and the Director of the Department of Aviation.  The Chairman of the Board of Directors is designated by the Governor and is the chief executive officer of VRA.  The members of the Board of Directors are as follows:

	William G. O'Brien of Port Republic, Virginia.  Director and Chairman.  Term expires June 30, 2008.  Mr. O'Brien is the retired County Administrator of Rockingham County, a position he held for over 25 years.
	James H. Spencer, III, of Bluefield, Virginia.  Director and Vice Chairman.  Term expires June 30, 2008. Mr. Spencer has served as Administrator of the Tazewell County Public Service Authority since 1992.  He has served as the County Administrator of Tazewell County since 2002.
	Barbara McCarthy Donnellan of Clifton, Virginia.  Director.  Term expires June 30, 2009.  Ms. Donnellan serves as Deputy County Administrator for Arlington County.
	Philip J. Duke of Middleburg, Virginia.  Director.   Term expires June 30, 2011.  Mr. Duke is Managing Director, Risk Advisory Services, of KPMG, New York, New York.
	H. Hiter Harris, III, of Richmond, Virginia.  Director.  Term expires June 30, 2008.  Mr. Harris founded Harris Williams & Co. in 1991, a national investment banking firm focusing on mergers and acquisitions.
	Thomas L. Hasty, III, Chesapeake, Virginia.  Director.  Term expires June 30, 2010.  Mr. Hasty is Executive Vice President of Townebank, Portsmouth, Virginia.
	J. Barry Purcell, III, of Richmond, Virginia.  Director.  Term expires June 30, 2008. Mr. Purcell serves as a Managing Director of Blue Pool Capital Inc.
	Randall P. Burdette, of Stafford County, Virginia.  Director Ex-Officio.  Mr. Burdette serves as Director of the Department of Aviation.  He was appointed to this position on August 11, 2004.  Previously, he served as Program Manager for the Defense Department's Technology Initiative.
	David K. Paylor of Richmond, Virginia.  Director Ex-Officio.  Mr. Paylor serves as the Director of the Department of Environmental Quality.  Prior to his appointment, Mr. Paylor served as Deputy Secretary of Natural Resources for Governor Mark Warner.
	J. Braxton Powell, of Richmond, Virginia.  Director Ex-Officio.  Mr. Powell serves as Treasurer of Virginia.  Prior to his appointment, Mr. Powell served as Deputy State Treasurer for Governor Mark Warner.
	Karen Remley, M.D., of Virginia Beach, Virginia.  Director Ex-Officio.  Dr. Remley is Virginia's State Health Commissioner.  She was appointed to this post in January 2008.
